UK police arrest 10th suspect in soldier's slaying

LONDON (AP) ? British police arrested a 10th suspect Monday in connection with the vicious street killing of a soldier in London, an apparent Islamic extremist attack that has horrified the country and heightened racial tensions.

The 50-year-old man was detained in Welling, east of London, on suspicion of conspiring to murder 25-year-old soldier Lee Rigby, Scotland Yard said. Police gave no further information about the suspect's identity.

The latest arrest came as more details trickled out about the background of Michael Adebolajo, 28, one of the two main British suspects in Wednesday's slaying. He and Michael Adebowale, 22, were shot and wounded by police at the scene.

Rigby, an off-duty soldier who had served in Afghanistan, was run over by a vehicle and repeatedly attacked with meat cleavers Wednesday afternoon near his barracks in southeast London.

British officials say the two main suspects had been known to them for some time, but revelations that Adebolajo had been arrested in Kenya in 2010 ? and claims that British security officials had tried to recruit him as an informer after that ? have fueled questions about whether U.K. authorities could have done more to prevent last week's killing.

Adebolajo and Adebowale remain under armed guard in separate London hospitals. Four other men and the suspect arrested Monday remain in custody at a London police station, while one other man has been released on bail. Two women were released without charge in the case.

On Monday, a London-based rights group that lobbies on behalf of suspected terrorists said Adebolajo and his family had contacted it about six months ago complaining about harassment from Britain's MI5 domestic spy service. A case worker who spoke with him said he appeared "paranoid and erratic," the group said.

"His sister contacted the office to complain about constant harassment from MI5, which extended to Michael, his brother, and his father also," said Moazzam Begg of the London-based group CagePrisoners.

"They were all being approached in different ways," Begg told The Associated Press in a telephone interview. "One of them, he lived and worked abroad. He'd been approached by MI6 (Britain's external espionage agency) at his workplace and had been offered some money. They wanted him to work for them."

Begg said Adebolajo told the caseworker he had been tortured and threatened with rape while in Kenya, and that he had been interrogated for several hours upon his return to London. At first, British intelligence services let him be, Begg said, but in March 2012 they met with him and offered him a job as an informant. Adebolajo refused, he said.

Kenyan officials on Sunday said Adebolajo was arrested in Kenya in 2010 with five others near the country's border with Somalia. Police believed that Adebolajo was going to work with the Somali Islamic militant group al-Shabab.

Kenyan government spokesman Muthui Kariuki told the AP that Adebolajo, who was carrying a British passport, was taken to court before he was handed over to British authorities in Kenya.

Britain's Foreign Office confirmed that Adebolajo was arrested in Kenya in 2010 and said the agency "provided consular assistance."

It was not clear how Adebolajo came to be arrested and how he returned to London. Kenyan officials have denied allegations that he was tortured under interrogation. On Monday, Kenya's police chief David Kimaiyo added confusion by contradicting earlier claims and saying that Adebolajo had "never been arrested in Kenya."

Earlier, hardline Muslim leaders described Adebolajo as a British citizen of Nigerian descent who converted to Islam and attended demonstrations and lectures organized by British radical group al-Muhajiroun.

Rigby's killing and Adebolajo's apparent links to radical Islam have fed a spike in anti-Muslim sentiment in Britain, with police and activists reporting a surge in hate crimes, violence and vandalism.

Around 1,000 supporters of the far-right group English Defense League marched through central London on Monday to protest the soldier's killing, clashing with a smaller group of anti-fascist demonstrators and scuffling with riot police. Police arrested 13 people, mostly on suspicion of causing public disorder.

A mosque in the northern England town of Grimsby was firebombed Sunday night, according to the mosque's chairman, Diler Gharib. Police said they arrested two people and the fire was extinguished without injuries.

In the West Midlands, police charged two people with racially aggravated public order offenses following a weekend protest.

Foxconn and Mozilla join hands over Firefox OS, new devices expected next week

In a Chinese invitation we received earlier today, Foxconn Technology Group and Mozilla confirmed an upcoming press conference that will detail and make their Firefox OS partnership official. The event will take place in Taipei next Monday (just a few days before Computex truly kicks off), and it'll see Mozilla welcome the 19th partner to its Firefox OS alliance. There isn't much meat in the email, though we did spot a little hint in the rundown that says one or more new Firefox OS products will be displayed. Whatever they may be, we shall keep an eye out for them as soon as we land in Terry Gou's back garden next week.

Roger Clemens still dogged by NY steroids case

NEW YORK (AP) ? Despite Roger Clemens' victory last year in his perjury case, a defamation lawsuit filed against the former Yankees ace more than four years ago in federal court in Brooklyn is threatening to keep alive allegations that he used steroids and cheated on his wife.

A magistrate judge in the civil case last week ordered lawyers for Clemens to turn over government documents to the plaintiff, former strength coach Brian McNamee, including 22 FBI reports and notes from an Internal Revenue Service agent that refer to Clemens' alleged affairs. The lawyers had argued the material, some based on FBI interviews of various women, was made up of "inadmissible rumors."

Judge Cheryl Pollak wrote that adultery "is not usually found to be probative of a witness' character for truthfulness or untruthfulness." But, she added, lawyers for McNamee "might be able to cross-examine Mr. Clemens about instances in which he allegedly lied about his relationships, since in that case, the basis for impeachment would be dishonesty."

Given "the sensitive nature" of the FBI reports and IRS notes, Pollak said they would be filed under a protective order that would keep them private for now.

Lawyers representing Clemens in the civil case had sought to withhold more than 1,600 pages of documents from the government's criminal probe on the basis that they were grand jury material. However, the judge found that much of the material ? including bank statements, letters and business records ? should be turned over to the plaintiffs, saying that "documents produced in response to federal grand jury subpoenas does not automatically shield them from disclosure."

Pollak's order "gives us the essential fruits of the government investigation" in a civil case that doesn't require the higher standard of proof needed in the criminal one, Richard Emery, an attorney for McNamee said Sunday.

"All we have to prove is that Clemens more probably than not lied and that McNamee didn't," he said.

The 2009 federal lawsuit, which seeks unspecified damages, alleges Clemens launched an "intense and coordinated public relations offensive" against McNamee after the trainer told federal investigators and Congress that he injected Clemens more than a dozen times with steroids and human growth hormone from 1998 through 2001.

The suit quotes Clemens saying in a YouTube video in 2007 that McNamee "did not inject steroids into my body either when I played in Toronto for the Blue Jays or the New York Yankees." It also cites an interview with ESPN in May in which Clemens, when asked about McNamee, responded that it was a case of "somebody out there that is really crawling up your back to make a buck."

McNamee called Clemens a "pathological liar" in a story published Sunday in the Daily News.

"Steroid abuse was rampant in Major League Baseball and he was the father of it," McNamee said.

There was no response to messages left Sunday with an attorney for Clemens. Neither he nor McNamee are expected at a status conference set for Wednesday in Brooklyn.

Last year, a Washington jury found the seven-time Cy Young Award winner not guilty of lying to Congress about steroids and human growth hormone. He had adamantly denied using either substance at a 2008 congressional hearing.

The prosecution's case at a two-month trial had relied heavily on the testimony of McNamee, who told jurors he injected Clemens with steroids and HGH many times. The defense focused on how McNamee's story evolved over time, and there was no one else to claim firsthand knowledge of Clemens' drug use.

Former country music star Mindy McCready, who died this year, made headlines in April 2008 when she claimed a longtime relationship with Clemens. He has denied that claim.

How Sending Mirror Image Signals Could Speed Up the Internet

A team of researchers has developed a technique which uses mirror images signals to dramatically increase the accuracy?and speed?of data transmission across the internet.

The team explain in Nature Photonics how it's possible to send not one but two beams of light down a fiber cable: one the normal data signal, the other its mirror image?or, more accurately its phase conjugate. At the other end of the cable it's possible to recombine the signals in such a way that errors caused by noise in the signals is cancelled out.

The trick works in much the same way as noise-cancelling headphones, and crucially means that data can be transmitted much further before it becomes corrupted by interference. In fact, the paired beams are able to travel four times further than normal data streams, and the team has so far managed to achieve speed of 400Gb/s down 12,800km of optical fibre.

As ever, while it sounds like a wonderful idea in theory, transferring the technology to the real world will require extra infrastructure?and it's not clear that this is the best technique to use. But it's at least comforting to know that engineers around the world are at least coming up with new ideas to satisfy our insatiable appetite for bandwidth. [Nature Photonics via BBC via Verge]

Trans fighter Fallon Fox wins unimpressively (Video)

Considering Fallon Fox won her first two fights in the first round, it was expected for the first openly trans fighter to walk through her next opponent, Allanna Jones at Championship Fighting Alliance on Friday. In her first nationally televised bout, Fox won with a submission in the third round, but it was not the overwhelming win that oddsmakers were expecting.

You can watch the full fight in the video above. Fox and Jones both made mistakes like keeping their hands too low and holding their chin out too far throughout the bout. They looked like two inexperienced fighters because that's what they are.

Much of the controversy that surrounded Fox was the perception that since she was born a man, she would have clear advantage over her opponents. As Sherdog's Jordan Breen pointed out, "So, did anyone watch that and think, 'Wow, what an insurmountable advantage Fallon Fox has, no one could ever beat her!'?" She beat a 2-1 fighter, but not soundly. When she goes up in level of competition, as she will do in the next round of the CFA tournament, she will have a hard time.

GOP's Walker touts state ties during trip to Iowa

WEST DES MOINES, Iowa (AP) -- Scott Walker tried to introduce himself to Iowa Republicans Thursday as so many would-be presidential candidates often do ? one of their own.

After all, the Wisconsin governor weighing a 2016 bid for president spent seven years as a young child living in Plainfield, a tiny town in northeast Iowa Walker referred to a half-dozen times during a 40 minute speech at a Republican fundraiser.

More broadly, the rising GOP figure prescribed what he characterized as a Midwestern approach to politics and the way for Republicans, back-to-back White House losers, to win again.

"I would encourage us all to be more optimistic, more relevant and more courageous," Walker told 600 GOP activists in a suburban Des Moines hotel ballroom. "I think when we do, we win in Iowa, we win in Wisconsin, and all across this great country, and we transform this place we live in."

The first-term governor, who has won party acclaim for taking on unions and overcame a contentious recall election, has been raising his national profile with speeches to national Republican audiences in recent months and headlined fundraisers in New York and Connecticut this week.

Walker was making his first visit Thursday to the state that has traditionally held the first presidential caucuses. He was the keynote speaker at the Polk County Republican Party's annual spring fundraising dinner and also met privately with leaders at a separate fundraiser before the banquet.

The audience applauded when he noted during the speech how he won a larger victory in defeating Democratic Mayor Tom Barrett of Milwaukee during the recall vote last year than he did in his 2010 election. They cheered again when he described the budget surplus Wisconsin has today, compared with the $3.6 billion deficit in place when he took office.

"Scott Walker is a great example of a courageous governor who made the tough decisions and has the state going in the right direction," said Iowa Gov. Terry Branstad, a Republican who attended the event.

Walker opponents, including some who traveled from Milwaukee, said earlier Thursday that Walker had overpromised the number of jobs he would bring in. Wisconsin's unemployment has dropped during his time in office, albeit less dramatically than in other Midwestern states such as Michigan and Ohio.

Walker kept returning in his remarks to his time in Iowa, as a boy, and the son of a Baptist minister. Walker moved to southern Wisconsin when he was 10.

He ticked through the name of a former teacher, a neighbor and the state legislator-turned congressman, "a farmer down the way from us named Chuck Grassley." Grassley is now Iowa's senior U.S. senator, serving his sixth term.

Should he decide to run for president, Walker's Iowa ties and evangelical upbringing could serve him well in Iowa's Republican caucuses, where Christian conservatives make up an influential bloc.

Walker didn't touch social issues. Instead, he urged the party to reach out to voting blocs Republicans have struggled to win, such as Latinos. Walker trumpeted his success winning Hispanic-leaning precincts when he was Milwaukee County executive before being elected governor.

"We've got a message of opportunity and optimism. We've got to be willing to go to places that Republicans typically don't go," he said.

It's a style that works for Connie Schmett, a Des Moines-area Republican who contributed money to Walker's recall campaign and attended the event Thursday.

"He's like your brother, your neighbor," she said. "I've seen a lot of these guys. And he just seems like a good guy."

Researchers suggest boosting body's natural flu killers

A known difficulty in fighting influenza (flu) is the ability of the flu viruses to mutate and thus evade various medications that were previously found to be effective. Researchers at the Hebrew University of Jerusalem have shown recently that another, more promising, approach is to focus on improving drugs that boost the body's natural flu killer system.

Emergence of new influenza strains, such as the recent avian influenza (H5N1) and swine influenza (H1N1 2009), can lead to the emergence of severe pandemics that pose a major threat to the entire world population. Recently, the concern regarding the emergence of such a pandemic arose when a new and deadly avian influenza strain (H7N9) was discovered in China, causing the death of six people in only one month.

The body's immune system can fight influenza infection. Natural killer (NK) cells, which are an essential component of this system, can recognize and eliminate influenza-virus-infected cells and inhibit the spread of the virus in the respiratory system.

But, as Ph.D. student Yotam Bar-On and Ofer Mandelboim, the Dr. Edward Crown Professor of General and Tumor Immunology at the Institute for Medical Research Israel Canada (IMRIC) of the Hebrew University Faculty of Medicine, have revealed in a paper published in Cell Reports, the influenza virus is able to escape from the NK cells activity, allowing it to spread in the respiratory system.

They show that this is accomplished by the influenza virus utilizing the enzymatic activity of the neuraminidase protein to neutralize the NK cells' receptors that are responsible for detecting the influenza-virus-infected cells. This, in effect, neutralizes the NK cells' ability to accomplish their designated flu-killing duty.

With the aid of the neuraminidase protein, the influenza virus is free to exit from the infected cell, enabling it to infect new neighbor cells and spread in the respiratory system. Anti-flu drugs were developed to inhibit this spread of the virus by inhibiting the neuraminidase enzymatic activity. But, as with other, earlier anti-influenza drugs, the flu viruses are able to gain the upper hand. The extensive use of neuraminidase inhibitors has caused the emergence of new, drug-resistant influenza strains.

For example, during the spread of the swine influenza pandemic in 2009, the Health Protection Agency in the UK reported that 99% of the viruses analyzed were resistant to these inhibitors. It was shown that the virus was able to change the neuraminidase structure so the drug can no longer bind this protein, and therefore the desired inhibitory effect is lost.

But, despite this, Bar-On and Mandelboim have shown that this type of widely used drug has the effect of boosting the activity of the NK cells, enabling them to better eliminate the influenza virus. They stress, therefore, that efforts should be focused on developing effective new drugs that would maintain and enhance this NK cell activity, thereby leading to more effective elimination of the influenza virus and better recovery from flu infection without the susceptibly to the changes in the neuraminidase protein structure currently brought about by mutating flu viruses.

Lobbying in American-US Airways deal focuses on small cities

(Reuters) - US Airways Group and American Airlines , seeking approval for a merger that would create the world's largest airline, are warning lawmakers that a requirement to divest certain airport slots would lead to less service for small and medium-sized cities, sources close to the effort told Reuters.

The airlines may be required to shed slots Washington's Reagan National Airport to prevent market domination. There is concern that those slots could go to rivals, such as JetBlue Airways , which would likely use them for flights to major cities.

That could have the trickledown effect of leaving smaller markets such as Tallahassee, Florida; Augusta, Georgia; and Charleston, West Virginia, without a daily flight to the nation's capital.

A letter signed by at least 100 members of Congress is expected to be sent to the U.S. departments of Transportation and Justice next week, requesting that the merged carrier not be required to shed slots at Reagan National, according to two people familiar with the effort. The airport is used regularly by members of Congress to fly in and out of the nation's capital.

One of the people, who asked not to be named, said Representative Mike Michaud of Maine was planning to send the letter, signed by Republican and Democratic lawmakers, to the Transportation Department.

Representatives from Michaud's Washington, D.C., office did not return phone calls requesting comment on Friday.

"What we're trying to do is encourage as many people to join in that communication to DOT (Transportation Department) and DOJ (U.S. Justice Department) as possible," said Bob Coffman, government affairs chairman of Allied Pilots Association, which represents pilots at American Airlines.

FEROCIOUS LOBBYING

Antitrust experts have said the Justice Department, which must approve the merger, could ask for divestitures in US Airways' hubs at Reagan National and Charlotte, North Carolina, and American's hub in the Dallas-Fort Worth airport. Outside these areas, the carriers fly different routes for the most part.

Airport officials in cities such as Tallahassee, Florida; Augusta, Georgia; and Charleston, West Virginia, said on Friday that they had also written to Congress and the Department of Transportation requesting that the merged carrier be allowed to keep the current gate access it has at Reagan National.

Sunil Harman, director of aviation at Tallahassee Regional Airport in Florida, said there is currently one daily flight provided by US Airways on a 50-seat jet into Reagan National.

"Our concern is that if those slots get reduced, then US Air and American as they merge and evaluate the routes will have no option but to shift service to a larger city," Harman said.

Among other U.S. carriers, JetBlue has said publicly that the combined American-US Airways should have to shed Reagan National slots for competitive reasons. This week, Delta Air Lines told Reuters in an interview that it also saw potential opportunities to benefit should divestitures be required of the new American.

Smaller communities expressed concern that should the new American be forced to give up Reagan National slots, the access will go to carriers that won't provide flights to their airports.

"The reality is if someone like a JetBlue gets the slot, they're not going to service our airport," said Diane Johnston, director of marketing and business at Augusta (Georgia) Regional Airport. "They?re going to service New York City or one of those really large cities that already have service to Washington."

My favorite memories are when I?m spending time with my family. And that time doesn?t have to be complicated, expensive, or time-consuming. It can be as simple as making DIY Herb Planters with the kids. When we did our project with The Home Depot a few weeks ago, I had no idea gardening with kids would turn into such a fun, educational experience for my kids?and me!

My kids are learning how to take responsibility for their herb planters too. They?ve learned that if they don?t take care of their new plants, the plants will die. This has included watering the plants regularly and even pulling a few weeds. ?There were a few days when we were all really busy during a try spell and the plants started getting a little yellow. Oops! But it was a good lesson for the kids and thankfully the herbs bounced back quickly.

The kids? herb planters have done really well over the last month. We haven?t used the herbs much quite yet, because we wanted to give them time to grow and settle in. But we have taken the time to learn a few things about the kinds of plants we have.

Onion Chives are perfect for including in salads, egg dishes, soups, and potatoes. The kids are excited to try their onion chives in my favorite potato salad at our upcoming Memorial Day cookout.

Emily and Joshua were thrilled to see flowers on their onion chives. Nathan noticed that onion chive flowers look similar to clover flowers. We learned that onion chive flowers are edible too! Of course, this also sparked an important conversation about not eating random plants they come across, but only plants that they know are safe and they have permission from Mom or Dad.

We also had a tiny little visitor ? a baby grasshopper!

The kids also have spearmint herb plants. We?ve cut off small leaves and added them to glasses of water for a minty taste. Yum!

Parsley is another favorite. This is fun to just eat straight off the plant and also add to salads.

Sage is the last herb. This one is new to me and we haven?t tried it yet. But I plan to use it in my herb-roasted slow-cooker chicken recipe soon.

My children are quite proud of their little herb gardens and I?ve learned something too.

I?ve learned how great it can be to just jump right in on a project. See, I?ve always enjoyed gardening but haven?t done much for the past few years because I always figured the kids would ruin it. But our herb planter project showed me that gardening with kids can be fun! I just had to encourage them at their own level and get them involved too.

Now we have some neat herbs to use and we?ve even ventured out for some more plants! That?s right, we bought a few cherry tomato plants, a rhubarb plant, and a blueberry bush from The Home Depot!

This weekend we plan on repotting the tomatoes and planting the rhubarb plant and blueberry bushes right into the ground on the sunny side of our house. Nathan has already informed me that the plants need lots of sun and he?s right!

Retailers reportedly briefed on how the Xbox One used-games market will work

The stage lights had barely dimmed at the Xbox One event before the internet started tripping over itself with questions about how the second-hand market was expected to operate -- or if there was going to be one at all. Microsoft assured us there would be, but aside from whispers of a used game "activation fee" the finer details were kept under wraps. We may know a little more now, however, as MCV claims to have heard specifics from retailers who have been briefed by Redmond on the trade-in process. Allegedly, shops that wish to buy and sell a title will need to be hooked up to a Microsoft database so that access to the game can be removed from the previous owner's account and transferred to a new one. A retailer can sell the game for whatever it likes, but the system will ensure that a cut goes to publisher as well as Microsoft. It all sounds fairly logical, but who knows? The truth could be even more complicated.

Cleveland women can adopt alleged captor's dogs

Three dogs rescued from alleged Cleveland kidnapper Ariel Castro are in foster care until the three women police say he held captive decide whether any one of them wants to keep the dogs.

The Chihuahua and two terrier-poodle mixes were found at the Ohio house where Castro allegedly kept Amanda Berry, 27, Gina DeJesus, 23, and Michelle Knight, 32, in captivity for more than a decade.

Knight's attorney, Kathryn Joseph, said she appreciates officials' giving the women time and the opportunity to decide whether they want the dogs.

"I think it's really nice that they're hanging on to them because I know they were meaningful, at least to my client," Joseph said today. "I don't know if she's interested, so it's something I have to talk to her about."

Knight is "doing very well" and has not had or needed facial reconstruction surgery, contrary to some reports, Joseph said.

"They're all doing pretty well, amazingly well. You'd be shocked," she said. "They're happy. They're optimistic. They're excited about their futures."

Another member of the legal team whose firm is working primarily with Berry and DeJesus declined to comment.

John Baird, chief animal control officer for Cleveland, said the dogs are at a foster home, pending a decision by the women.

"We're going to try to give them as much time as they need," Baird said.

He said all three dogs have since been sterilized and micro-chipped. Two of them had matted hair and have been groomed. He said they "seem to be great" and did not appear to have been abused or mistreated.

"We think that maybe one of these women, or all of the women, may have bonded with one or more of these dogs and we'd like to make sure they get a chance to get one of them, or whatever dog they bonded with, to maybe make things a little bit easier on them," Baird said.

All three women have kept a low profile since Berry escaped and the other two women were rescued May 6.

Their attorneys released a letter earlier this week on behalf of their clients, thanking the public for their encouragement, as well as for respecting their requests for privacy.

"The outpouring of public support has been nothing short of remarkable," the letter said.

"To have complete strangers offer loving support in the form of money, goods and services, reaching out to help like a family member, is appreciated in ways that are impossible to put into words. Amanda, Gina and Michelle, who have asked for nothing, are frankly overwhelmed by it all."

Castro, 52, has been charged with kidnapping and rape. He is being help on an $8 million bond and has yet to enter a plea.

After watching Iron Man 3 this past weekend, I discovered I was a lot more impressed with the movie than I thought I would be.

Robert Downey Jr. reprises his role as the smooth talking, playboy genius Tony Stark, otherwise known as Iron Man. This movie is definitely more in depth than the other films and reveals?more of Stark?s weaknesses.?Stark?s love of friends and family comes into play, as?terrorist attacks?in?his home?city cause his anger to skyrocket. When his girlfriend?s life is put in danger, Stark must fight to save her, as well as the city. Plagued by anxiety attacks, Stark is close to realizing that the events that happened in the previous film may have affected him more than he thought. His arrogance and anger provoke him to challenge a terrorist, who is clearly stronger than he is. Nonetheless, his own strength, as well as his good?sense of humor, help?maintain?his hope and encourage his will to fight up until the very last moment of the movie.

Iron Man 3 is definitely a great movie to see for those who love a combination of action and comedy. Honestly, I believe that almost anyone would enjoy this movie.?The?plot?is witty, fast-paced, and action-packed.?The film?will leave you on the edge of your seat, especially?during the?final scene.?Stark?s sarcastic remarks and funny observations make this movie entertaining and thrilling, which is exactly the way Iron Man should always be portrayed.

If you decide to watch the movie, don?t forget to stay?and watch?the credits. In fact, the end of any DC movie includes a series of?teasers and extra scenes. You will not be disappointed!

Nearly all US states see hefty drop in teen births

NEW YORK (AP) ? The nation's record-low teen birth rate stems from robust declines in nearly every state, but most dramatically in several Mountain States and among Hispanics, according to a new government report.

All states but West Virginia and North Dakota showed significant drops over five years. But the Mountain States of Arizona, Colorado, Idaho, Nevada and Utah saw rates fall by 30 percent or more.

In 22 states, teen Hispanic birth rates plunged at least 40 percent, which was described as "just amazing," by the report's lead author, Brady Hamilton of the Centers for Disease Control and Prevention.

What's driving the declines? No one can say for sure. Experts believe the explanation is complicated and probably varies a bit from state to state. The national figure has been falling since 1991, aside from a brief interruption in 2006 and 2007.

The CDC report released Thursday is based on birth certificates for 2007 through 2011. Last year, the CDC announced the overall improvement in teen births: a record low of 31 births per 1,000 teens ages 15 to 19. That compares to 42 births per 1,000 five years earlier.

The new report focuses on state figures in 2011:

? Lowest rates are in New Hampshire, Massachusetts, Connecticut and Vermont, each with rates under 17 per 1,000.

? Highest rates overall continue to be in the South, led by Arkansas and Mississippi, each with rates of about 50 per 1,000. In Arkansas, the majority of teen births are to white moms. In Mississippi, the majority are black.

? White teens continue to have the lowest birth rate nationally ? about 22 births per 1,000. Black teens saw a larger improvement, but their rate was still more than twice the white rate, at 47 per 1,000.

? Overall, the Hispanic rate plummeted from 75 to 49 per 1,000, now virtually a tie with the black rate.

The teen drop in the last five years coincided with an overall decline in births, which experts attribute to a weak economy that dampened enthusiasm for having children.

Hispanic women have been part of that trend, possibly due to the economy and to illegal immigration crackdowns in some states that reduce the number of young Hispanic females entering the country from Mexico and other nations, said John Santelli, a Columbia University professor of population and family health.

That means new immigrants are having less impact on birth statistics, and second- and third-generation families are having more influence.

As time goes on, Hispanics ? like other immigrant groups before them ? tend to adopt American customs and practices.

"There is more attention on education, career, and the future," said Dr. Janet Realini, head of Healthy Futures of Texas, a San Antonio-based organization focused on preventing teen and unplanned pregnancies.

Hispanic rates, though, continue to be much higher than those for blacks and whites in most of the states with the largest Hispanic populations, including California, Texas, New York, New Jersey, Arizona, Colorado, New Mexico and Georgia.

Texas has the highest number of teen births in the nation, with nearly 43,000 in 2011. Nearly two-thirds were to Hispanic moms.

The overall improvement, though, is something to celebrate, said Bill Albert, chief program officer of the National Campaign to Prevent Teen and Unplanned Pregnancy.

"Geography, politics, or policy alone simply cannot explain the widespread declines," Albert said in an email. "Credit goes to teens themselves who are clearly making better decisions about sex, contraception, and their future."

Francona manages at Fenway for 1st time since 2011

BOSTON (AP) ? Terry Francona is back at Fenway Park as an opposing manager for the first time since he left the Red Sox.

Francona brought the Cleveland Indians to Boston for a four-game series starting Thursday night. He was let go by the Red Sox after eight years as their manager following a September 2011 collapse left them out of the playoffs.

He was relaxed and spoke calmly for about 20 minutes in the visiting dugout before the game. After Francona met with reporters, Red Sox designated hitter David Ortiz came into the dugout and they embraced.

Francona said the Indians arrived in Boston at 5 a.m. and he's been too busy to think whether he'd be emotional coming back to Fenway.

Christian Brothers reach deal in US abuse claims

NEW YORK (AP) ? The Christian Brothers have agreed to pay more than $16 million to people who were molested as children by members of the U.S. religious order.

The settlement was announced Thursday by attorneys for the Roman Catholic group and for more than 400 victims.

The Christian Brothers staffed schools and worked in dioceses in parts of the United States, including California, Hawaii, Illinois, New York and New Jersey, as well as in Canada.

Two groups that hold Christian Brothers' assets sought federal bankruptcy protection in the face of the claims. A judge must approve the agreement.

A Christian Brothers leader calls the concessions painful but necessary to protect children. Attorney Jeff Anderson says victims are seeking an independent audit of personnel records to make public any other records of abuse.

FBI agent kills man after questioning him about link to Boston bombing suspect

An unidentified FBI agent shot and killed a man in Orlando, Fla., early Wednesday after questioning him about his link to one of the Boston Marathon bombing suspects.

Dave Couvertier, a special agent and spokesman for the FBI's Tampa field office, told Yahoo News the shooting is under investigation. He identified the man as Ibragim Todashev, a 27-year-old Chechen-born Orlando resident and apparent acquaintance of Tamerlan Tsarnaev, one of the brothers suspected of planning and carrying out the terror attack at last month's Boston Marathon.

Law enforcement officials told the Associated Press that Todashev lunged at the FBI agent with a knife.

The shooting occurred just after midnight at an apartment complex in Orlando. The agent, along with two Massachusetts State Police troopers and other law enforcement personnel, were interviewing Todashev "in connection with the Boston Marathon bombing investigation when a violent confrontation was initiated by the individual," Couvertier said. "An FBI post-shooting incident review team has been dispatched from Washington, D.C., and expected to arrive in Orlando within 24 hours."

The agent, Couvertier added, "sustained non-life-threatening injuries."

Khusen Taramov, a friend of Todashev, told local television reporters in Orlando that he and Todashev were interviewed by the FBI for about three hours on Tuesday.

"They were talking to us," Taramov told WESH-TV. "And they said they need him for a little more, for a couple more hours, and I left, and they told me they?re going to bring him back. They never brought him back. ... He felt inside he was going to get shot. I told him, 'Everything is going to be fine, don't worry about it.' He said, 'I have a really bad feeling.'"

According to NBC News, Todashev was not suspected of having a role in the Boston bombings, but confessed to investigators "he played a role" in an unsolved triple murder case in which three men were discovered in an apartment in Waltham, Mass., their throats cut and bodies covered in marijuana. Todashev was about to sign a confession related to those slayings when the confrontation occurred.

Todashev met Tsarnaev in Boston while competing in mixed martial arts, Taramov said.

"They met a few times because [Todashev] was an MMA fighter and [Tsarnaev] was a boxer," Taramov told WKMG-TV. "They just knew each other. That?s it."

Taramov said Todashev had planned to travel back to Chechnya. "He had a [plane] ticket to New York," Taramov said. "From there, he was going to go home. [The FBI was] pushing him to stay, saying, ?We want to interview you one last time.'"

According to the Orlando Sun Sentinel, Todashev was arrested earlier this month on aggravated assault charges:

In that incident, Todashev told deputies he got in a fight with a man over a parking space at the Orlando Premium Outlet mall and "was only fighting to protect his knee because he had surgery in March," according to the arrest report.

The Sheriff's office report says that two men were fighting and one?later identified as Todashev?was leaving the scene in a vehicle, while the other was on the ground, appeared unconscious, and surrounded by "a considerable amount of blood."

Deputies pursued Todashev, pulled him over and ordered him out of his car at gunpoint, according to the report. The victim, who had a split upper lip and "several teeth knocked out of place," did not want to press charges, according to the report.

Four days after the bombings, Tamerlan Tsarnaev, 26, was killed in a late-night shootout with police in Watertown, Mass. His 19-year-old brother, Dzhokhar Tsarnaev, was later arrested and charged in connection with the April 15 bombings, which left three people dead and wounded 275.

Rev. Michael Fugee Faces Judge For Violating Ban On Access To Children

HACKENSACK, N.J. (RNS) Wearing a bright orange prison jumpsuit, the priest at the center of the furor in the Archdiocese in Newark made his first court appearance on Tuesday (May 21) on charges he violated a court-sanctioned lifetime ban on working with children.

The Rev. Michael Fugee, 52, stood for the brief hearing as Bergen County Assistant Prosecutor Demetra Maurice read the seven counts against him.

Maurice is the same prosecutor who authored the 2007 agreement with Fugee and the Archdiocese of Newark that bars him from working with children in any capacity as long as he remains a priest.

Fugee made no comments during the five-minute hearing and did not have an attorney present. His arms and legs shackled, he stared directly at the wall in the courtroom of Superior Court Judge Patrick Roma as more than a dozen members of the media looked on.

Bob Hoatson, a former priest in the Newark Archdiocese and head of a New Jersey support group called Road to Recovery, watched from the courtroom?s gallery.

?I?m here to see a 10-year attempt to hold Fugee and the archdiocese accountable after they have been coddling him and moving him from place to place, and then arrogantly proclaiming he?s an innocent man,? Hoatson said. ?The review board that returned him to ministry should be disbanded, and we need a broom to sweep the archdiocese clean.?

Bail remains at $25,000 with a 10 percent option. The charges will next be presented before a grand jury, which will consider whether to indict Fugee.

Fugee, whose attendance at youth retreats and other events involving minors was disclosed in a series of articles in The Star-Ledger in recent weeks, was arrested by members of the special victims unit of the Bergen County Prosecutor?s Office at St. Antoninus Parish in Newark on Monday, a statement from the prosecutor?s office said.

Fugee admitted in 2001 to fondling the genitals of a teenage boy while wrestling with him. He was granted a leave from ministry this month but remains a priest in the archdiocese.

The Bergen County investigators found the priest heard confessions from minors at youth retreats twice in 2010 and again in 2012. He was charged with seven counts of contempt of a judicial order, a fourth-degree crime that carries a maximum prison term of 18 months.

Tech ? With added features, system aims to be heart of the living room.

Microsoft introduced its next-generation video game system, called Xbox One, during an announcement Tuesday, and true to its promise, the console is designed to be the center of your home entertainment system.

"We have an ambitious vision for Xbox One ? to become the all-in-one system for every living room," said Xbox division president Dan Mattrick. The system will be released later this year, although no price was announced.

The console will be integrated with cable and satellite television systems, and is designed to allow users to change channels and switch between TV movies and games by voice commands.

In fact, voice commands will play a larger role in the new Xbox One over its predecessor, the Xbox 360, and users will even be able turn on the system by just talking to it.

The console also will come equipped with a new, more powerful Kinect accessory for motion control and voice recognition. The Kinect, a bar that sits in front of the television and reads the movements of the players, will have a better camera and be capable of more refined voice control. "This is rocket-level science stuff," said Microsoft?s Marc Whitten.

The box will continue to use a more traditional gamepad controller similar to the one that comes with the Xbox 360.

The Xbox One will be made up of traditional PC parts and is expected to wield the same processing power as the recently announced PlayStation 4, the Xbox?s main competitor. Sony?s console also is expected to be released later this year.

Although Microsoft?s new entry in the next-generation console wars is geared for all-around entertainment services, its focus is still gaming.

Xbox executives introduced several games for the system, including a new Forza Motorsport racing game and the latest entry in the popular "Call of Duty" franchise, "Call of Duty: Ghosts." Electronic Arts also announced that new versions of "Madden Football," "FIFA Soccer," "NBA Live" and a UFC fighting game would be coming to the XBox One.

Mattrick announced that 15 games exclusive to the Xbox One would be released in the system?s first year, and eight of those are titles based on new properties that are not sequels. A more complete lineup of games for the system is expected to be announced during the E3 video game trade show next month in Los Angeles.

On another front, Nancy Tellum, former head of CBS who now directs digital entertainment for Microsoft, said the company would produce a new "Halo" television series based on the popular Xbox science fiction game. Filmmaker Steven Spielberg will produce the series. A release date was not announced.

Microsoft?s announcement Tuesday officially ignites a new console war among the Xbox One, Sony PlayStation 4 and Nintendo Wii U, which was released in stores last December. So far, sales of the Wii U, which is technically more on par with the older Xbox 360 and Sony PlayStation 3 than the newer boxes, have been below expectations.

Console video game sales have been dropping for more than a year, largely because sales of games for mobile devices have been eating into the market and also because it has been seven years since the last models of consoles were introduced.

Sales of gaming hardware fell 27 percent from 2011 to 2012, according to the NPD Group, while sales of game discs fell 23 percent.

But Brent Fox, co-owner of Orem-based Wahoo Studios, which makes downloadable games for the Xbox 360, is excited about the Xbox One?s potential.
